Operational Guidelines

Operational Guidelines adopted by the general membership, and approved by the International Executive Board in October, 2021, outline purposes and mission, membership, finances, organizational structure, duties of the Steering Committee Leadership Team, committees, election procedures and meeting structure.

DKG Neutrality Statement

Note: previous statements indicated there were requirements for political neutrality under 501(c)6; these statements were inaccurate. 501(c)6 allows lobbying and political activity so long as the lobbying "furthers the purpose for which the organization is exempt." DKG strives to be non-partisen but is not prohibited from "promoting the common good of the people in the [organization's] community."

    The Operational Guidelines may be amended at General Meetings of the Forum by a simple majority of members present. Amendments may be proposed by any U.S. Forum member, the Steering Committee, a standing or ad hoc committee, or by a majority vote of attendees at the National Legislative Seminar.

​   Proposed amendments shall be submitted on Form K and submitted to the Steering Committee Chair at least 75 days in advance of the International Convention or Conference,and published on the Forum website at least 60 days prior to the convention/conference.  A majority vote of attendees is required to adopt an amendment. Amendments take effect immediately upon adoption unless a proviso states otherwise.

Resolutions and/or Position Statements

Per Guidelines IX, resolutions and/or position statements made be submitted for U.S. Forum consideration by any member, chapter, state organization, the National Legislative Seminar, the U.S. Forum Steering Committee, or a sub-committee of the U.S. Forum.

   Entities wishing to submit a resolution are asked to complete the Resolution Submission form (click on the link) and to attach a copy of the proposed resolution or position statement. The submitter will be contacted by the Resolutions Sub-committee acknowledging receipt of the submission and establishing timelines for action on the submittal. â€‹
